00:06:47.210 --> 00:06:52.962 Accessibility Act to requires Illinois agencies and universities to ensure 00:06:52.962 --> 00:06:56.363 that their websites, information systems, and information 00:06:56.363 --> 00:06:59.344 technologies are accessible to people with disabilities. 00:06:59.596 --> 00:07:04.382 While the Americans with Disabilities Act and Section 504 of the Rehabilitation 00:07:04.382 --> 00:07:06.187 Act already require the state 00:07:06.187 --> 00:07:09.168 to ensure its communications and services are accessible. 00:07:09.462 --> 00:07:12.485 The ITA establishes specific technical standards 00:07:12.611 --> 00:07:16.180 and encourages the state to address accessibility proactively. 00:07:16.893 --> 00:07:19.370 And again, that was using a tool built right that, 00:07:38.432 --> 00:07:41.832 someone with, a cognitive related, reading disability 00:07:42.042 --> 00:07:45.191 can follow along, can see the word can hear spoken at the same time. 00:08:28.897 But I want to take a little more time today to talk about 00:08:28.897 --> 00:08:30.997 what's new and what's happening in the state of Illinois 00:08:30.997 --> 00:08:35.573 and what are we doing to make sure that all of our information 00:08:35.573 --> 00:08:38.554 and information systems work, as well as those demos just did? 00:08:38.974 --> 00:08:42.039 So the big thing that's new, and if you were with us last year 00:08:42.039 --> 00:08:45.019 for Global Accessibility Awareness Day when this was brand new, 00:08:45.103 --> 00:08:50.771 is that the Department of Justice, issued a rule just about a year ago, 00:08:51.947 --> 00:08:53.164 that, that 00:08:53.164 --> 00:08:57.741 basically clarified under the Americans with Disabilities Act that, 00:08:58.664 --> 00:09:01.687 that state and local governments are required 00:09:02.443 --> 00:09:05.424 by federal law to make websites and web 00:09:05.424 --> 00:09:08.405 based information accessible to people with disabilities. 00:09:08.405 --> 00:09:10.630 Now, in Illinois, we already had the Illinois 00:09:10.630 --> 00:09:14.283 Information Technology Accessibility Act, the idea that required us to do that. 00:09:14.535 --> 00:09:16.718 So this isn't really something new for us, 00:09:16.718 --> 00:09:19.699 but it puts a little extra umph behind it. 00:09:19.699 --> 00:09:22.512 And it certainly has gotten a lot of traction all around the country. 00:09:22.512 --> 00:09:25.115 We had a head start on this in Illinois. 00:09:25.115 --> 00:09:29.313 I work with my counterparts from a lot of other states, or states 00:09:29.313 --> 00:09:32.294 who are who don't have an accessibility program yet, who are just getting into it. 00:09:32.378 --> 00:09:35.779 So we are well-positioned and have a good head start down this road. 00:09:35.989 --> 00:09:37.962 But this is this is kind of the big new news, 00:09:37.962 --> 00:09:42.581 and it is getting a lot of traction in the disability and accessibility community. 00:09:42.791 --> 00:09:46.149 We were also interested with the change of of administration 00:09:46.149 --> 00:09:49.172 at the federal level between this time last year and now, 00:09:50.306 --> 00:09:53.077 this rule has still stands. 00:09:53.077 --> 00:09:56.939 And as we are seeing changes happening in some areas, 00:09:57.695 --> 00:10:00.550 the current administration is not 00:10:00.550 --> 00:10:02.523 pulling back on any, 00:10:02.523 --> 00:10:06.050 disability related, requirements so far. 00:10:06.050 --> 00:10:08.401 So at this point, we are still full speed ahead. 00:10:08.401 --> 00:10:08.821 Again, 00:10:08.821 --> 00:10:12.012 we have a state law in Illinois, so it doesn't really change anything for us. 00:10:12.642 --> 00:10:16.252 But we are paying close attention and making some special efforts, 00:10:16.882 --> 00:10:21.375 because of this, this extra emphasis that came from the Department of Justice 00:10:21.375 --> 00:10:24.397 rule about the Ada. 00:10:25.657 --> 00:10:27.252 That we talked a little bit about this last year. 00:10:27.252 --> 00:10:29.897 But just to recap, what's in this rule? 00:10:29.897 --> 00:10:31.619 What does it mean for us? 00:10:31.619 --> 00:10:34.600 And, specifically it 00:10:34.642 --> 00:10:37.497 this rule covers state and local governments. 00:10:37.497 --> 00:10:39.386 Again, it's not new for us at the state, 00:10:39.386 --> 00:10:42.577 a reminder that we need to be doing what we were hopefully already doing. 00:10:43.333 --> 00:10:47.111 And, and, encouragement for us to kind of kick it up a notch. 00:10:47.741 --> 00:10:49.504 But this is new to local governments. 00:10:49.504 --> 00:10:53.031 A lot of them, you know, the ITA did not apply to local government. 00:10:53.031 --> 00:10:53.997 And we are working with a lot 00:10:53.997 --> 00:10:56.978 of our local partners to try to understand what this means for them. 00:10:57.817 --> 00:11:01.050 The requirements are the same, whether we're state or local. 00:11:01.764 --> 00:11:07.012 And it's basically saying that under the Ada web pages, web documents. 00:11:07.012 --> 00:11:12.302 So other things that are posted on the web that aren't necessarily in HTML format, 00:11:12.806 --> 00:11:16.669 and web and mobile applications are specifically targeted in this rule. 00:11:16.962 --> 00:11:18.810 And then specifically 00:11:18.810 --> 00:11:19.985 the Department of Justice has said 00:11:19.985 --> 00:11:23.848 that all of these things need to comply with the World Wide Web Consortium's 00:11:23.848 --> 00:11:28.298 Web content accessibility guidelines will be 2.1 level. 00:11:28.760 --> 00:11:30.817 That's what we were already targeting in the state of Illinois. 00:11:30.817 --> 00:11:31.447 We actually did 00:11:32.413 --> 00:11:33.043 since this time 00:11:33.043 --> 00:11:36.527 last year, we updated the ITA standards to move from 2.0 to 2.1. 00:11:36.821 --> 00:11:40.894 But again, were state law perfectly in sync, requiring web 00:11:40.894 --> 00:11:44.085 pages, web documents, and web and mobile applications, 00:11:45.344 --> 00:11:47.317 to be accessible. 00:11:47.317 --> 00:11:51.306 There are some limited exceptions in this rule that apply to archived 00:11:51.306 --> 00:11:55.211 content or older content that's out there just for historical purposes. 00:11:56.344 --> 00:12:00.501 That isn't being changed, isn't required to be used for any, 00:12:00.501 --> 00:12:04.237 you know, not not not stuff that's necessary for applying for services 00:12:04.237 --> 00:12:08.604 or receiving services from government, but old stuff that's out there. 00:12:09.401 --> 00:12:10.367 There are some exceptions 00:12:10.367 --> 00:12:13.768
